BKAD: Tanah dan Bangunan Warenhuis Aset Pemko Medan

newspapermonitor – MEDAN | The Head of the Medan Regional Finance and Assets Agency (BKAD) Zulkarnain Lubis emphasized that the Warenhuis land and building on Jalan Hindu, Kesawan Village, West Medan District are the assets of the Pemko Medan.

“Warenhuis land and buildings are listed on the Goods Inventory Card as assets belonging to Pemko Medan,” said Zulkarnain, Friday (5/5/2023) at his office.

Indeed, along the way, continued Zulkarnain, there have been claims or lawsuits against the ownership of assets by certain parties. Many decisions have been issued.

“And the final decision, as was released in the Directory of Decisions of the Supreme Court (MA) of the Republic of Indonesia on December 16, 2022, stated that the Medan City Government’s lawsuit in the form of a judicial review was granted by the Supreme Court. The decision is voluntary, so legally, the Warenhuis building is an asset of Pemko Medan,” he said.

Decision Number 144PK/TUN/2022, said Zulkarnain, granted the request for review from the Petitioner for Judicial Review, namely the Mayor of Medan. This decision also cancels the Court Decision Number 68K/TUN/2021 dated 4 February 2021.

Zulkarnain added that for a long time the public had known that Warenhuis were used as offices for government agencies, namely the Department of Education and Culture as well as the Office of Manpower.

“I have been ASN for quite a long time, I have also known for decades that Warenhuis as a facility and infrastructure are indeed used to carry out regional government affairs. There we know the Depdikbud office, the Employment Office, and so on. So, we can be sure that the assets belong to Pemko. It’s a bit odd if there is a claim that it belongs to an individual or the private sector,” he said.

He explained that asset ownership must be reviewed from three main sides, namely administrative, juridical, and physical. Administratively, he said, Warenhuis land and buildings have long been recorded in the Goods Inventory Card (KIB) belonging to Pemko Medan. Juridically, he continued, even though legal disputes arose over the Warenhuis asset rights, the final decision determined inrah as an asset of the Pemko Medan.

“Physically, Warenhuis is used and utilized by Pemko Medan. Currently, Pemko Medan has prepared arrangements in the form of revitalization. And this year the Revitalization of Warenhuis is also being carried out,” he said.

This revitalization, continued Zulkarnain, is to optimize the functions of the Warenhuis land and buildings, as an integral part of the Kesawan Old Town Arrangement.

“We have to understand together, basically the management of regional assets aims to provide optimal benefits to the wider community. Its functions are directed at the goals and objectives of urban development that can later be enjoyed by the community,” he said.

Warenhuis revitalization, continued Zulkarnain, will also benefit the community. In planning, the place will include culinary rides, a center for cultural performances, and maybe a history museum, as well as other functions.

“It is of course oriented towards building efforts, increasing community access, both social and economic access, in utilizing the existence of the Warenhuis. Therefore we hope that all parties will support this effort, participate in the success of the Pemko strategic programs,” he said while expecting Warenhuis to become one of the urban development icon, an icon of urban change that is increasingly organized and productive.

Zulkarnain said, at this time his party was consistent in carrying out various administrative, juridical, physical steps for the management of land and building assets owned by Pemko Medan. One that will continue to be carried out is securing and controlling assets so that all of them are administratively, juridically and physically within the governance of Pemko Medan.

“We don’t want any more assets belonging to Pemko Medan to be used illegally by certain parties. As we all know, using, utilizing other people’s goods illegally is against the law. We want the assets belonging to Pemko Medan to be managed efficiently, effectively, productively and economically. The goal is for assets to become part of the city’s development resources,” he said while emphasizing that his party will also certainly take consistent legal steps to secure and encourage more productive management of Medan Pemko assets.
